Help sought for Arunachalee students in Chennai

ITANAGAR, Dec 4: Following devastating floods in Chennai that have claimed many lives and property, the Arunachal Students Union Tamil Nadu (ASUT) has sought help from the state government for the affected Arunachalee students.

Let Arunachalees live in peace: ACS

ITANAGAR, Dec 4: The Arunachal Civil Society (ACS) has urged the Central government to let the Arunachalees live in peace and not impose grant of citizenship to the Chakma-Hajong refugees saying that the Supreme Court verdict has created unrest amongst the populace of the state.  In a release, it said that the Centre must find other ‘mechanical solutions’ without creating extra burden for the state government.

The ACS also sought intervention of MoS Kiren Rijiju on this vexed refugee issue.

 

Pre-pone the Assembly session: Orgs

ITANAGAR, Dec 4: The Joint Action Committee Arunachal Pradesh (JACAP), Arunachal Tribal Union and Arunachal Pradesh United Youth Organization have requested the Governor to immediately convene an Assembly session or pre-pone the already notified Assembly session which will begin from Jan 14 to 18th next. In its representation to Governor, the Organisations that the Assembly session be conducted in the second week of December to enable to move impeachment motion against Speaker as sought by the  BJP legislators including two Independent MLAs and to resolve the ‘prolonged political deadlock.’

 The representation further alleged that ‘taking advantage of political crisis, Chief Minister and his coteries are siphoning off public money in order to save his chair. His financial mismanagement has created unprecedented economic crisis in the state.’

 

Relief assistance provided to fire victims

ITANAGAR, Dec 4: Itanagar Capital Complex Deputy Commissioner Mige Kamki provided Rs. 3800 each as an immediate relief to the victims of December two fire accident at Sakey Colony behind Akashdeep,  Ganga here.

The amount sanctioned under State Disaster Response Fund was distributed to the victims on the spot by Marina Siram, CO, Itanagar.

One SPT and one OBT building of one Bamang Taro were devastated and properties reduced to ashes. One RCC building of Bamang Rukpu was also partially damaged.

Altogether 17 families were living in the building, including the owners. No casualty has been reported, informed Siram.   DIPRO

 

Mothers informed about Ante-Natal Care, immunization

ITANAGAR, Dec 4: PHC Namtok Medical Officer in-charge, Dr. Om Pradhan informed new mothers about the importance of Ante-Natal care, tetanus injection, consumption of folic acid during early pregnancy followed by IFA (Iron & Folic acid), breast feeding, immunization for children and birth spacing during a gathering of Mothers being organized under National Health Mission (NHM) at PHC Namtok, Changlang on Thursday.

In all, 48 mothers attended the programme which aims at creating awareness among women regarding safe delivery at hospitals besides, availing the healthcare facility provided by Ministry of H&FW, GoI.

Group discussion and role play was also held during the programme. GPM Hapsam Youngja, Namtok ASM Roikam Taikam and ASHAs from various villages of the district were also present.

 

‘Long absence of MLA

hampering development’

ITANAGAR, Dec 4: All Kra Daadi District Students Union (AKDDSU) appealed to Tali MLA Markio Tado to come back to the state and focus on developmental activities.

AKDDSU in a release informed that the MLA has been absent since last three months which has greatly hampered all developmental activities in his home constituency where the villagers are still awaiting road connectivity.

 

Mobile phones and mosquito nets distributed to workers

ZIRO, Dec 4: Mobile phones and mosquito nets were distributed to the registered workers of Lower Subansiri district today by the Chairman of Arunachal Pradesh Building & Other Construction Workers Welfare Board Nyamar Karbak during an awareness program held at Hong village. Speaking on the occasion, ZPM Niichi Punyo Paya urged the registered workers to avail benefits extended by  the workers’ board. Other PRI leaders also appealed the workers to get themselves enrolled under the board to avail benefit. (DIPRO)

 

PHE minister assures relief for Rongte Rite flood victims

ITANAGAR, Dec 4: PHE, WS and Disaster Management Minister Takam Pario has assured to provide necessary relief for the flood victims of Rongte Rite Anchal segment. The Minister assured this during a development meeting held at Amsuk Pinja under Rongte Rite Anchal segment in Chambang circle of Kra-Daadi district on November 30 last. He also granted a sum of Rs 5 lakhs for the restoration of drinking water supply system in the village which was damaged during last monsoon.

The minister, before the meeting, visited the new road cutting from Rongte to Korayar via Amsuk Pinja and Rongte Rite to Sangchang.

 

Forum seeks early release of arrested women

ITANAGAR, Dec 4: Claiming that three Arunachalee women, who were earlier arrested from Gohpur, Assam by Special Task Force on Nov 3 last, have been languishing in Central Jail Lokhra, Guwahati, the Nyishi People Forum (NPF) today appealed the government of Arunachal Pradesh to initiate steps to ensure early release of the said persons.

Since the trio has been shifted to the Central Jail in Guwahati allegedly without any reason, the family of the arrested women, one of whom has a one and a half year-old child, are anxious, claimed the Forum in its release and sought prompt action from the state government.

 

World Disabled Day observed at Koloriang

ITANAGAR, Dec 4: World Disabled Day was observed yesterday at Koloriang, the headquarters of Kurung Kumey district, organized by SSA District Mission. More than 500 students from various blocks of the district participated in the programme.

The day-long event which began with a procession from Helipad ground to General ground Koloriang also saw various sports events conducted for differently abled children for which the prizes were also distributed later. The programme was also attended by DC Mamata Riba, DPC SSA Langbia Rima, Deputy Director of ICDS TW Thungon, CDPO Koloriang Ringu Kama and staffs from medical department, BRCCS and CRCCs.

 

Anjali wins silver at national

judo championship

ITANAGAR, Dec 4: Anjali Sagro of Sangay Lhaden Sports Academy (SLSA) won a silver medal in below 48 Kg weight category in the just concluded National Cadet and Junior Judo Championships 2015 -16 at Vadodara, Gujarat.

She has been selected for the national camp organized by the Judo Federation of India.

A 11-member Judo team (six boys and four girls) including an official from Arunachal Pradesh took part in the Championships. Meanwhile, Sports Authority of Arunachal Gora Makik, Director Youth Affairs DK Diglow, Member Secretary (SSA) and President AJA Ramesh Linggi and Secretary Tagru Magong have congratulated Anjali for bringing laurels to the State by winning medals in the national championship.

CM accused of negligence towards TCL dists

ITANAGAR, Dec 4: The rebel MLAs from Tirap, Changlang and Longding (TCL) districts currently camping in New Delhi claimed that the development activities have been hampered in TCL districts not because of their absence but due to negligence of the Chief Minister Nabam Tuki and non-release of fund meant for those districts.

“We admire the statement of Tirap, Longding and Changlang District Student's Unions requesting its elected representatives to work for their respective constituencies. But development is possible only when there is flow of fund from the government through a robust planning process by putting the Govt. machineries in place. Unfortunately, our districts remained grossly neglected under the leadership of Nabam Tuki. Even the additional Rs 15 Crore Budget which was budgeted for DoTCL has been retained by the Chief Minister,” the eight MLAs from TCL districts said in a joint Press statement.

They further alleged that the Sainik School which was originally sanctioned for the insurgency affected area of Tirap, Changlang and Longding and the Nursing College under the Corporate Social Responsibilities Fund of the Ministry of Petroleum have been proposed elsewhere in the state.

“Our districts are still regarded as punishment posting for Govt. officers and we lack even the basic requirements such as teachers, doctors and other officers in our districts,” they rued.

The also alleged large scale discrepancies in distribution of development fund under Tuki regime. Chief Minister Tuki failed to fulfill even a single commitment out of the heap of public announcement he made since 2011 onwards to the people of Tirap Changlang and Longding. The districts were never paid the due attention by Tuki,” alleged the press statement.

Though, away from our constituencies, we are in constant touch with our people and aware of the issues concerning our people, they said, adding that “We on our part are actively taking up development issues including the Chakma-Hajong issue of our region with the Central leadership whom we are meeting here in Delhi. We are collectively working for a more secured future and better developments of our backward districts and the whole of Arunachal Pradesh. Our absence as pointed out by the student organizations is in no way affecting the development process unless intentionally deprived by Chief Minister Nabam Tuki in equitable allocation of development fund.”

 

 

Govt  accords priority to economic growth of state: CM

ITANAGAR, Dec 4: Chief Minister Nabam Tuki today inaugurated the office building of Circle Officer, Sangdupota and upgradation of Govt Middle School to Govt Secondary School at Byesernyelo  in presence of large number of dignitaries including Govt officers and panchayat leaders.

Addressing the huge gathering on the occasion  Chief Minister said that his Govt is focusing on all round development to accelerate the economic growth of the state through various developmental schemes including road infrastructure, skill development, tea and rubber plantations and other welfare activities.

Calling Sangdupota circle as one of the most beautiful places in Papum Pare district with huge potential for tourism activities Tuki called upon the people to create tourism friendly atmosphere to attract domestic as well as foreign tourists.

Reiterating that state government has accorded top priority in development of road infrastructure and communication facilities, Tuki informed that road from Itanagar-Jote and Sangdupota which falls under State Highways will be made double lane as many more important institutions and projects are being established in the area. He opined that in days to come life of local populace will also change with changing time. He also requested the people to create development friendly atmosphere and to constantly monitor the quality of road construction and other development activities  and judicious utilization of fund.  He also announced that a new Community Development Block will  be created for Sangdupota circle.

Speaker Legislative Assembly cum local MLA Nabam Rebia  in his address reiterated on saving the rivers from pollution and cautioned the local populace to not to littered the river bank by throwing non-degradable items and by constructing their toilet towards river bank. Highlighting the importance of rivers he said that  rivers not only gives  foods and water but it is  also a source of great recreation activities  like river rafting and angling, he added.

Governor, CM  extend Podi Barbi greetings

ITANAGAR, Dec 4: Governor of Arunachal Pradesh J P Rajkhowa  and Chief Minister Nabam Tuki have conveyed warm greetings and best wishes to the people of the State on the festive occasion of Podi Barbi. The Governor expressed the hope that the festivity will usher-in peace, communal harmony and contentment in the society.

In his festival message on the joyous occasion, the Governor said that the tribal people of the Arunachal Pradesh belong to the agrarian community and most of festivals are related to agriculture. It is a form of expression to invoke the blessings of the Almighty for good harvest and wellbeing of all. At the same time, these festivals are socially and culturally significant, as those create a sense of cultural unity and brotherhood. It provides an opportunity to the indigenous communities to showcase their vibrant cultural heritage and carry forward the age-old legacy. He wished that the tribal brethren of the State continue the excellent traditions.

“On this auspicious occasion, I join my Ramo, Bokar and Pailibo brethren in welcoming the harvesting season and also in offering our gratitude and prayers to the Mother Nature for Her blessings. May the coming year bring prosperity and a bumper harvest,” the Governor wished.

In his festival message, CM Nabam Tuki believed that festivals usher in happiness, good health and instills brotherhood amongst distinct communities. Tuki offered prayers to Mother Nature and hoped for bumper harvest, peace and prosperity in the state and the country.

 

 

Aalo PWD assures to stop TAH work

till verification of quality

AALO, Dec 4: Executive Engineer, Aalo PWD Division, Dugjum Lona has assured a delegation of the Trans-Arunachal Highway Maintenance Monitor Committee to stop the road  maintenance work from Bam to Pangin immediately till the materials used in road works and the portions requiring immediate attention are verified by the Committee. The EE gave this assurance when the team of the committee headed by its General Secretary Mito Lollen called on  the EE  and appraised him of the poor quality maintenance work and the way the work has been started without consulting the DC and general public. It was made known that the State Government has placed  fund of Rs 1 crore under Aalo PWD Division for maintenance of road from Bam to Pangin and that the works have already started.   

While justifying its claim of poor quality works, the committee members also cited and produced a copy of the Government decision  before the EE wherein it has been mentioned that the maintenance of the said road shall be carried out strictly at stretches identified by concerned Deputy Commissioner based on demand of the public.

West Siang Deputy Commissioner, Pige Ligu has also clearly cautioned the department to carry out the maintenance work properly and utilize the fund judiciously.

Meanwhile, AE Highway has informed that the maintenance work has been entrusted to PWD division as Highway Division has neither Sub-Divisional establishment at district nor any manpower. DIPRO

 

 

Bikes distributed to NERCORMP partner-NGOs

KHONSA, Dec 4: The Commissioner to Governor, KJR Burman, Tirap Deputy Commissioner Ravi Jha and Tirap SP Jasmeet Singh distributed 8 numbers of Motor bikes to the members of partner-NGOs of Northeast Region Community Resource Management Project working in Tirap and Longding districts in a simple function held in the premises of the DC’s office here today.

Speaking on the occasion, the Project Manager Lily Rose Jajo said that the motor cycles issued to the partner-NGOs of NERCORMP would help in the mobility of the members, especially the field staff to carry out their assigned duties more efficiently.

Earlier, while interacting with the NERCORMP functionaries, the Commissioner asked them to monitor the schemes taken up by the NERCORMP properly to ensure their success adding that without proper monitoring and technical guidance the villagers will not be able to implement the schemes in the way they should be. He expressed happiness over the various schemes being implemented in Tirap and Longding districts. He further said that this livelihood mission - NERCORMP would prove to be a real boon for the people of Tirap and Longding districts that still practice jhum or shifting cultivation that yielded insufficient products for the people’s subsistence. On the same day the Commissioner inspected the various schools in the Khonsa Township along with EAC Techu Aran.

In the meantime, the partner-NGO members of NERCORMP have appreciated the higher authorities of NERCORMP, DC, Tirap and the Project Manager for distributing the Motor Bikes which was a long-felt need of the NGOs working in interior villages.  DIPRO

 

 

DC stresses on constant monitoring of schemes

PASIGHAT, Dec 4: East Siang Deputy Commissioner Isha Khosla stressed on constant monitoring for timely completion of all schemes and projects being implemented in the district.

While reviewing all physical and financial progress and achievements of various state and central sponsored flagship programmes in the district in a District Level Monitoring Committee meeting today, the Deputy Commissioner asked the implementing agencies to maintain quality of the project or scheme executed by them and ensure timely completion of it.

The DC instructed the executing agencies to construct durable road network with proper drainage system and footpaths and emphasize on the need to take into account the topography, soil, climatic conditions, feasibility etc of every scheme during the planning process.

Earlier, ZPC Kaling Dai insisted on keeping in touch with the Panchayat leaders while executing any developmental scheme in their respective areas. The executing agencies should share information to them so that ZPMs could closely monitor all developmental schemes and projects and participate in such meeting for fruitful discussion.

DPO cum Member Secretary Ponung Boring urged to furnish completion report within stipulated time as per guidelines and added that irregular submission of quarterly report, utilization certificate and photos to authenticate the created assets hinder getting the next installment from the government.

The meeting was attended by the ZPC Kaling Dai, ADCs of Nari, Mebo and Ruksin, ZPMs and officers of line departments. All Head of Offices presented their achievements through power point presentation. DIPRO

 

 

Veteran Football Cup 2015

United, Siang Highlander win

ITANAGAR, Dec 4: Kurung Kumey Veteran, Arunachal United FC and Siang Highlander won their respective matches on the third day of the 3rd State level Veteran Football Cup 2015 at RGU Stadium today.

E &Ks, who lost their opening match started on attacking note and scored in three minutes through Tadar Joy. However, KK playing their first match equalized in 9 minutes by Tamchi Syam.

The teams were level 1-1 at halftime.

Tarh Lugu, who came as substitute in second half, took just 3 minutes to score his first goal of the tournament in 39 minute. He again scored in 44th minute to make it 3-1. E & Ks made some changes and desperately went all out to save the match but failed in converting their chances. Bailok Ragit scored the fourth goal for KK in 70th minute to complete the drubbing of the team (4-1).

In the second match, defending champion AUFC outclassed Tata Company FC 3-1. Though most of the players of TCFC were junior to AUFC, they completely dominated the play from the start. Last year’s highest scorer and Captain of AUFC opened the scoring in 12th minute with a beautiful solo run. Fecha Lingfa added another goal in 14th minute with a thunderous long ranger. Dojum Nomuk scored for AUFC in 58th minute to finish game 3-1 in their favour.

The lone goal for TCFC was scored by Dolung Gangte in 19th minute.

In the last match of the day, Siang Highlander defeated Papa XI by solitary goal. The all important goal was scored by Tadar Kakum in 51st minute. The score could have been bigger had not Siang Highlanders tall 6.3 striker Tony Bam missed an open net from a cross which  just needed a tapping in the dying seconds of the regulation time.

Emchi will play against Tata Company in the first match tomorrow. The second match will be played between first state level veteran champion Naharlagun United and Kra-Daadi. Kurung Kumey will lock horns with Doimukh Veteran Warriors in the in last match.

Continuity is need of hour

Ensuring proper implementation of Centrally Sponsored Schemes has always been a cause for concern in the state. Over the year many CSS schemes has failed due to poor implementation. One of the main reasons for failure is non-submission of utilization certificate on time. Infact government of Arunachal has been severely criticized for failing to submit UC on time. Due to this central government do not release CCS funds on time and ultimately it leads to failure of the project.

Off late state govt. seems to have learnt lesson and are giving priority to the timely submission of UC. Chief Minister Nabam Tuki himself on many occasions spoke about it. Continuing in the same breath Chief Secretary Ramesh Negi yesterday urged government officers to take stock of progress made under various Centrally Sponsored Schemes (CCS) and apprised the concerned Ministry to release subsequent installments. He further stated that Secretaries should also make a point to meet concern officers in the Ministry and submit required documents. He further directed all Secretaries to meet the targets by December. Negi made these remark while reviewing the progress of centrally sponsored schemes. However Chief Secretary should ensure that after just one meeting, everything is not forgotten. There is a need for continuity. Meeting should be held on regular interval to check the progress of various central schemes. The money meant for the people of state should not go to the pocket of few individuals.

Agony of a helpless daughter

Dear Editor,

Through your esteemed daily, I would like to vent out frustration, anger and helplessness of a distraught daughter. The reason for all these feelings is none other than the ever disappointing and toothless Arunachal Pradesh Police. On 24th of November 2015, the "brave" and "courageous" Sub Inspector of APP Pasighat, S. Don assaulted my elderly father, Kaling Saroh, for no reason whatsoever. His fault was that he abided by the rules. The said case was that of a minor RTA (Road Traffic Accident), which both the parties had solved amicably and peacefully. But no, the "courageous" officer had to show off his power! The power of his 2 stars, which he mockingly flaunted to my father and exclaimed that "you are not even worthy of this". Good sir, if you are so proud of your 2 stars, try to nab murderers, rapists, drug peddlers rather than assaulting an elderly diabetic and hypertensive inside a locked room. Such bravery! And a special mention must go to the OC N Riba who in all his wisdom and glory, refused to file the F.I.R. Feels like we are living in a jungle raaj!

I will lose my faith in the police and the law if the guilty is not brought to the book. I would request the higher up of the police department to kindly look into this matter of police high handedness more seriously. Physical trauma is nothing compared to the mental agony that my ailing father had to endure at the hands of SI S Don. Please bear in mind, while you flaunt your 2 stars that you are a paid servant of the people of Arunachal and not the other way round. Waiting for justice, thank you.

Chattisgarh model of PDS should be followed

Dear Editor,

Of the total population in India, 27% is under absolute poverty, which means such a large number are starving to death. Ours' being a welfare one, the state pain and bleed when any of its citizens starve. Considering this, the ambitious PDS, which is said to be the world's largest Food Security Programme, was launched. It tries to feed every hungry belly at a subsidized rate.

The recent interception of trucks illegally laden with PDS items made one to revisit the dark past when the state was rocked by Rs. 1000 crore PDS scam, which is said to be one of the biggest PDS scam. The police deserve accolade for the timely act in successful interception. But there remain certain limitations for them too as we do not know how many such illegal PDS items would have carried and gone unnoticed.

Chattisgarh model of PDS is one such successful model which could address the loopholes to a large extent if not the whole. They began by computerizing the Fair Price Shop, issuing cards with hologram and bar code which helped in reduplication of cards, GPS based truck tracking system, truck dispatch information through SMS and by painting the trucks with a same colour which helped in easy identification and more so by participation of the community in identifying it.

To keep a check on the leakages and to ensure that the objective of food security is achieved, one way out is to cash the food subsidy rather than distributing PDS item. But here lies its own defects as the cash could be spent on some other things by the beneficiaries and thereby defeating the objective of eliminating hunger. So, the ultimate way is to continue the PDS by reforming in the line of a successful model like the Chattisgarh model of PDS.

Dissident politics in Arunachal Pradesh

Dear Editor,

Through the column of your esteemed paper I would like to express my view regarding the dissident politics in the state within Congress party. Dissidence portrays another gloomy picture about state leadership's crazy and crisis politics. Whatsoever may be their purpose and scope of dissidence, but it doesn't indicate constructive and sound politics, rather it deems as dirty game being played in the name of the development politics. They say that they are Congress member and will remain in Congress but they act against their own government. What hypocrisy is it? No doubt, the main objective of their dissidence is to dethrone present ruling government of the state and it is nothing concerning the welfare of the people. It is pertinent to mention that only leadership change will not contribute towards the growth of the state but also behavioral change of the people and leaders themselves is utmost significant for all round progress of Arunachal.

Choking and obstruction of developmental activities in the state is happening because of the lack of political will and public awareness. In real sense, most of the leaders seem to be least conscious about the realistic things of the developmental activities of the State.  It is matter of fact that defection and dissidence have been major part of Arunachal politics. Apparently, MLA's forget their main vision after being elected.

In this democratic country there is no provision and way for totalitarian rule. The governance is to be carried out with coordination and consultation amongst the members, keeping in mind the popular demand of the people.  It is my humble opinion that the dissidents and government should come together in order to resolve this internal conflict and concentrate on the developmental activities of the State.

Last but not the least the government of state should clearly understand that launching of schemes and ensuring success are two different things. In the past also many schemes were launched but some of them later died natural death. We the people of Arunachal Pradesh need genuine implementation of the developmental schemes not haphazard way.
