Relief assistance provided to fire victims
ITANAGAR, Dec 4: Itanagar Capital Complex Deputy Commissioner Mige Kamki provided Rs. 3800 each as an immediate relief to the victims of December two fire accident at Sakey Colony behind Akashdeep, Ganga here.
The amount sanctioned under State Disaster Response Fund was distributed to the victims on the spot by Marina Siram, CO, Itanagar.
One SPT and one OBT building of one Bamang Taro were devastated and properties reduced to ashes. One RCC building of Bamang Rukpu was also partially damaged.

CM accused of negligence towards TCL dists
ITANAGAR, Dec 4: The rebel MLAs from Tirap, Changlang and Longding (TCL) districts
currently camping in New Delhi claimed that the development activities have been
hampered in TCL districts not because of their absence but due to negligence of the

They further alleged that the Sainik School which was originally sanctioned for the insurgency affected area of Tirap, Changlang and Longding and the Nursing College under the Corporate Social Responsibilities Fund of the Ministry of Petroleum have been proposed elsewhere in the state.
“Our districts are still regarded as punishment posting for Govt. officers and we lack even the basic requirements such as teachers, doctors and other officers in our districts,” they rued.

PASIGHAT, Dec 4: East Siang Deputy Commissioner Isha Khosla stressed on constant monitoring for timely completion of all schemes and projects being implemented in the district.
While reviewing all physical and financial progress and achievements of various state and central sponsored flagship programmes in the district in a District Level Monitoring Committee meeting today, the Deputy Commissioner asked the implementing agencies to maintain quality of the project or scheme executed by them and ensure timely completion of it.
The DC instructed the executing agencies to construct durable road network with proper drainage system and footpaths and emphasize on the need to take into account the topography, soil, climatic conditions, feasibility etc of every scheme during the planning process.
Earlier, ZPC Kaling Dai insisted on keeping in touch with the Panchayat leaders while executing any developmental scheme in their respective areas. The executing agencies should share information to them so that ZPMs could closely monitor all developmental schemes and projects and participate in such meeting for fruitful discussion.
DPO cum Member Secretary Ponung Boring urged to furnish completion report within stipulated time as per guidelines and added that irregular submission of quarterly report, utilization certificate and photos to authenticate the created assets hinder getting the next installment from the government.

Continuity is need of hour
Ensuring proper implementation of Centrally Sponsored Schemes has always been a cause
for concern in the state. Over the year many CSS schemes has failed due to poor implementation.

Off late state govt. seems to have learnt lesson and are giving priority to the timely submission of UC. Chief Minister Nabam Tuki himself on many occasions spoke about it. Continuing in the same breath Chief Secretary Ramesh Negi yesterday urged government officers to take stock of progress made under various Centrally Sponsored Schemes (CCS) and apprised the concerned Ministry to release subsequent installments. He further stated that Secretaries should also make a point to meet concern officers in the Ministry and submit required documents. He further directed all Secretaries to meet the targets by December. Negi made these remark while reviewing the progress of centrally sponsored schemes. However Chief Secretary should ensure that after just one meeting, everything is not forgotten. There is a need for continuity. Meeting should be held on regular interval to check the progress of various central schemes. The money meant for the people of state should not go to the pocket of few individuals.

Agony of a helpless daughter
Dear Editor,
Through your esteemed daily, I would like to vent out frustration, anger and helplessness of a distraught daughter. The reason for all these feelings is none other than the ever disappointing and toothless Arunachal Pradesh Police. On 24th of November 2015, the "brave" and "courageous" Sub Inspector of APP Pasighat, S. Don assaulted my elderly father, Kaling Saroh, for no reason whatsoever. His fault was that he abided by the rules. The said case was that of a minor RTA (Road Traffic Accident), which both the parties had solved amicably and peacefully. But no, the "courageous" officer had to show off his power! The power of his 2 stars, which he mockingly flaunted to my father and exclaimed that "you are not even worthy of this". Good sir, if you are so proud of your 2 stars, try to nab murderers, rapists, drug peddlers rather than assaulting an elderly diabetic and hypertensive inside a locked room. Such bravery! And a special mention must go to the OC N Riba who in all his wisdom and glory, refused to file the F.I.R. Feels like we are living in a jungle raaj!
I will lose my faith in the police and the law if the guilty is not brought to the book. I would request the higher up of the police department to kindly look into this matter of police high handedness more seriously. Physical trauma is nothing compared to the mental agony that my ailing father had to endure at the hands of SI S Don. Please bear in mind, while you flaunt your 2 stars that you are a paid servant of the people of Arunachal and not the other way round. Waiting for justice, thank you.

Chattisgarh model of PDS should be followed
Dear Editor,
Of the total population in India, 27% is under absolute poverty, which means such a large number are starving to death. Ours' being a welfare one, the state pain and bleed when any of its citizens starve. Considering this, the ambitious PDS, which is said to be the world's largest Food Security Programme, was launched. It tries to feed every hungry belly at a subsidized rate.
The recent interception of trucks illegally laden with PDS items made one to revisit the dark past when the state was rocked by Rs. 1000 crore PDS scam, which is said to be one of the biggest PDS scam. The police deserve accolade for the timely act in successful interception. But there remain certain limitations for them too as we do not know how many such illegal PDS items would have carried and gone unnoticed.
Chattisgarh model of PDS is one such successful model which could address the loopholes to a large extent if not the whole. They began by computerizing the Fair Price Shop, issuing cards with hologram and bar code which helped in reduplication of cards, GPS based truck tracking system, truck dispatch information through SMS and by painting the trucks with a same colour which helped in easy identification and more so by participation of the community in identifying it.
To keep a check on the leakages and to ensure that the objective of food security is achieved, one way out is to cash the food subsidy rather than distributing PDS item. But here lies its own defects as the cash could be spent on some other things by the beneficiaries and thereby defeating the objective of eliminating hunger. So, the ultimate way is to continue the PDS by reforming in the line of a successful model like the Chattisgarh model of PDS.

Dissident politics in Arunachal Pradesh
Dear Editor,
Through the column of your esteemed paper I would like to express my view regarding the dissident politics in the state within Congress party. Dissidence portrays another gloomy picture about state leadership's crazy and crisis politics. Whatsoever may be their purpose and scope of dissidence, but it doesn't indicate constructive and sound politics, rather it deems as dirty game being played in the name of the development politics. They say that they are Congress member and will remain in Congress but they act against their own government. What hypocrisy is it? No doubt, the main objective of their dissidence is to dethrone present ruling government of the state and it is nothing concerning the welfare of the people. It is pertinent to mention that only leadership change will not contribute towards the growth of the state but also behavioral change of the people and leaders themselves is utmost significant for all round progress of Arunachal.
Choking and obstruction of developmental activities in the state is happening because of the lack of political will and public awareness. In real sense, most of the leaders seem to be least conscious about the realistic things of the developmental activities of the State. It is matter of fact that defection and dissidence have been major part of Arunachal politics. Apparently, MLA's forget their main vision after being elected.
In this democratic country there is no provision and way for totalitarian rule. The governance is to be carried out with coordination and consultation amongst the members, keeping in mind the popular demand of the people. It is my humble opinion that the dissidents and government should come together in order to resolve this internal conflict and concentrate on the developmental activities of the State.
Last but not the least the government of state should clearly understand that launching of schemes and ensuring success are two different things. In the past also many schemes were launched but some of them later died natural death. We the people of Arunachal Pradesh need genuine implementation of the developmental schemes not haphazard way.
